Kipling Sun: 2010 Small Community of the Year
Kipling Sun Townhomes won the award for the 2010 Small Community of the Year from the Rocky Mountain Chapter of the Community Associations Institute. Kipling Sun is a 120-unit townhome complex located in the southwest portion of the Denver metro area, just southeast of South Kipling Parkway and West Bowles Avenue in Littleton, at 5900-5996 S. Jellison St. The community is a very well-maintained complex comprised of ranch and two-story townhomes with basements. The community was one of the first designed in the area using passive-solar technology. Kipling Sun enjoys a close proximity to police, fire protection and schools, with shopping and libraries in the immediate area. Kipling Sun is governed by a well-managed homeowners association. One of the most-distinguishing features of the community of which the residents are rightly proud, is the broad community participation in the governance of Kipling Sun. Twenty-six persons serve on 7 different committees the board has created. A focus of the board is to create task-specific committees to address the most-important issues facing the community in order to foster resident participation. These committees serve meaningful purposes and their decisions are seldom overturned by the board, which delegates significant authority based on the time the committee invested. This allows for a real feeling of contribution amongst the community volunteers, along with a strong grass-roots approach to problem solving. A process that allows all sides to present logical arguments helps avoid personal disputes. The system of committees and the fairness with which the board exercises its authority efficiently and adequately allows the community to address its challenges. A testament to this efficiency, effectiveness and transparency is the fact that annual meetings always proceed efficiently because the quorum exists and the individual owners are respected. Fiscal management and systems are overseen by the board and Finance Committee, which includes two CPA’s.
Kipling Sun also engages in significant long-term planning. Each year the 40-year plan for reserve funds is carefully reviewed, and necessary adjustments are made by the Finance Committee whose members are appointed on a 3-year cycle to ensure continuity. Another committee was formed to assess and address the long-term landscaping needs of the community.
Through its strong governance system, the community has been able to accomplish much, including the development of an outstanding website, removal of a significant amount of land from a flood zone, and extensive reconstruction due to a damaging hailstorm, significant strides in the community appearance, cooperation with governmental agencies (fire, police, etc.) and a cooperation with Denver Water to conserve water resources.
